It is an in transit temporary tag from NC. You can't drive it on the old owner's tags, that is illegal because they no longer own the car. You go to NC DMV with the vehicle %26amp; insurance information (call your agent %26amp; add the car to your policy before you go pick it up) %26amp; get the in transit temporary plate, drive it to Ohio %26amp; go to the DMV there %26amp; register it there.
